With reference to your Despatch No. 140 31688 of the 5th. July, 1917, I have the honour to state that the

land granted to the University under Ordinace No. 10 of 1911

was granted in fee simple, a fact which was overlooked in my Despatch No. 134 of 26th. April, 1917.

2.

A condition such as it is desired to

impose on the areas covered by your Despatch is not compatible with freehold tenure, but can be reserved on the grant of a

lease.

3.

I have accordingly to ask for your authori-

-ty to grant lesses for 999 years at a nominal Crow Rent, in

respect of all the lands referred to in your Despatch, this

tenure is for all practical purposes nearly as good as a free-

-hold, and will enable me to impose the condition to which you allude.
